They use the same bins to transport both planchets and struck coins. Sometimes a piece or two can get stuck in the bin. In this case a bin was used for struck dimes and one got stuck. Later the bin was used for cent planchets. The struck dime got knocked loose and mixed in with the cent planchets. Being smaller than the cent it was able to pass through the machinery the same as a planchet and eventually wound up being fed into the coining press and struck by cent dies.
