    The plastic that each individual coin is sealed in by the us mint that make up a mint set.

    CC242 - mint cello means coins in mint sets still in the cellophane that the mint packages them in . . some buyers of mint sets cut out some of the coins and leave others and then sell off the singles still sealed in the cello.
