Trying to build 1972 proof set

Hi all

I would like to assemble a proof set with as high a set of grades and CAM / DCAM designations as I can afford (tight budget!). What is the best hing to do

1. Just buy coins that are slabbed already?
2. Search for good raw material and submit it myself?

The problem with option one is that I think it will be costly. But I can see more difficulties with option two: will I find decent material in the proof sets offered on flea-bay for $4.99? Haven't these sets already been picked over numerous times?
