Or is there a microscopic "Replica" struck on the coin someplace (maybe on the rim)?

Because they probably paid the Commonwealth of the Northern Marianas to declare it legal tender there. Then they started catching flak from the US government for calling it "legal tender", so they started calling it "legal currency". (If you note on the sun you will see the seal of the CNMI.) On the first ones they made for them there were no additional markings, but on later ones they did start adding copy by the eagles talons. I'm not sure but the CNMI MIGHT be able to declare these coins legal tender. The Constitution forbids STATES from making anything but gold or silver a legal tender, but it makes no mention about possessions or territories.
