1942 PR65 Washington - is this what improper dipping can do?

Hi, Everybody -

Take a look at this Washington quarter that's being offered at Heritage:

1942 25C PR65

Do you think that its toning is a result of an improper dipping procedure? From the scan, it doesn't look very attractive. It could be better in person, though.

Looks more like toning from bad storage--improper dipping, I think, gives more of an ugly, hazy look...
