What is Poor 1 exactly?

Specifically, what would get slabbed by PCGS as Poor 1?
From what I understand, the date pretty much has to be gone, but then PCGS won't slab it because the date and mint mark is no longer there. So it has to be a one year type?
Here's an 187xp. The top crossbar of the "7" is barely visible, and on the reverse, the fletching of the arrow is slanted... So unfortunately it can either be an 1879p or an 1878p third reverse, and there's some rim damage under the date, so I guess this won't get slabbed.
The date for the 1884p is perhaps too strong to get P01?
This one is a good candidate, but then the date is long gone, and no date is visible....

Your coin must be:
1: Problem Free
2: Have a visible date (unless it is a type coin that doens't need a date to identify).
3: Show a Mint Mark (if indeed it was minted at more than one Mint or the diagnosis doesn't allow for identification without the Mint Mark).
4: Have enough wear so the Graders wouldn't dare call it a FA02.
Just as much as the Graders dislike giving out the 70 grade, they won't the 01 grade.
They're just stingy that way.

Doesn't NGC give a date range if there's no date?

No. They did so ONCE, on an Ike dollar. R. Montgomery wrote me and stated it was a practice they would not repeat.
