Will the TPG services downgrade for clashed dies?

If a coin is otherwise MS-64 or 65 but with clashmarks will it grade lower by PCGS or NGC?
Anyone know for sure? Does it matter light clashmarks? . . . . . . . . . .heavy clashmarks?

I had an 1815 quarter once, with pretty heavily clashed dies, in a PCGS holder. Of course, it wasn't MS64-65.

i do see more undergraded coins by almost a point to a ponit+ with clash marks but it makes a wonderful opportunity for the buyer
