Question about requesting a new set in the Registry

I'm still new to all of this, so bear with me if this is a simple question. In addition to my '61 Topps LA Angels and '81 Donruss California Angels set, I'm thinking about putting together a PSA 9-or-better '75/'76 SSPC Angels set. I e-mailed the Set Registry to ask which cards would actually be considered part of the team set (as some SSPCs have a player depicted in one uniform, but list a different team on the back).
I received a reply back saying that since it's not a "regular manufacturer set," that I would have to fill out a special request form, and that since I might be the only one requesting it, I might just want to add it to something new called the "Collector's Showcase" that PSA is launching soon. Is this correct? There are currently 10 SSPC sets listed in the Registry. Admittedly, they're for full sets, and not team subsets, but still...The Registry seems to recognize the legitimacy of the set itself, so why would team subsets be different?
Am I just not understanding the rules of the Registry? Any help or information would be greatly appreciated.

When we launch the updated version of the Set Registry in a couple of months, there will be a new area where you can add your own set compositions. Sets in this area will not be in competition with other sets. This area will be established to allow you to showcase your own unique set. We are establishing this area to allow members who are collecting sets that may not be mainstream, but are special to them, to showcase their specialty sets.
