Does this walker half look cleaned?

This almost looks like it was cleaned at one time and is re-toning? Opinions?

    I would say so. It has a bizarre shine that a coin that worn shouldn't have.

    I wouldn't touch that with a 10 foot pole. Looks like it was bleached out, and is starting to retone in that ugly, splotchy, non-uniform kind of way. image

    The rev has some places that are just too shiny from 6-9k and the brown stains on the obv makes me think it was cleaned chemically.
    Change that we can believe in is that change which is 90% silver.
