Silver Eagle Error???

I recently found a couple of these coins in a mint roll of 1999 silver eagles...

I have no idea if this is some kind of "error" coin as I have never seen anything quite like it. There is a bright circular impression around the perimeter of the coin. I have seen similar circular marks on quarters caused by bank wrapping machines but it makes absolutely no sense on a silver eagle. It appears that the coin may have been struck with this flaw. The other coins in the roll appear normal. Any info regarding this type of "error" would be greatly appreciated.

    It looks like Liberty's been playing with tar from the picture. It's either an error, awful quality control, or something the roll did - was it a paper or plastic roll?

    My best guess is that something sheared off a part of the die before being struck. I would think it could only happen after the die was in service as I would think the mint would reject the die before it struck a coin if it had this kind of problem. My best guess, which is probably wrong but I can envision, is that the hammer die was going up and the feeder struck the die at a slight angle and sheared off a bit. The damage is at the high points of the die except for the arm and part of the flag and the letters B and Y and the foot.

    I can't tell from the picture but does it look like a scrape or does it look like a circular raised ridge? It looks kind of lie the raised ridge often seen just inside the rim running through in god we trust on the Lincoln cent that comes from die deterioration.

    (I ask because it doesn't look like there is scraping damage to the letters of LIBERTY. If there was something that scraping on the fields I would expect the letters to be severely damaged.)

    I've seen the same look on gold & silver eagles that were struck thru plastic but it was usually a jagged piece of plastic in the fields, I've not seen anything on the peripheral like that.
    That's the best I can do..sorry.....
    Change that we can believe in is that change which is 90% silver.
