Not in that holder. Treat it as a raw coin and forget the grade. Centsles, though, does allow returns if you're unhappy.

This seller is known for cleaned coins.It may be genuine but I'm sure it isn't PR68 even without the lousey pic.

I wouldn't be able to tell whether it's a proof from that distance - I'd need to see photos that are far closer to the coin than that. The holder is of no importance regardless of the name on it. I buy coins, not plastic.

It could very easily be a good deal at the current $225 price. At that level, who cares if it's lightly cleaned or not quite a real 68?
