Typically,
Friday morning from about 1:00AM to 6:00Am Ebay typically takes down various parts for maintenance.
Depending on what they are working on that week, different portions of EBAY won't work.

Sometimes they discover a big issue/problem, and they have to fix it during more normal times. But they usually make a note of it in their announcements page.
