Anyone have info on foreign coins minted by the U.S. in 1976?

I'm investigating the coin pictured below and in my thread on the U.S. Coin Forum it's pretty much agreed that it's just plated. Before I chuck it in the change jug I just want to make sure it's not a U.S. Cent struck on a foreign planchet. Any help is appreciated. It's not magnetic- I checked that first. The rim is smooth just like a cent should be & no signs of being a clad planchet.

There was an article on the (I think) Error Coin News website about a year ago that had a downloadable spreadsheet with it. I didn't spend much time going over it, but it looked pretty complete.
