Try using a higher resolution when you scan, you'll get a larger and better quality picture. If you have a photo editing program, scan the coin at 600 DPI, and then when you save it, save it as a JPEG and set the compression to a rate that will put it under the 50kb size limit.
Because you need to scan it at a higher resolution. If you take a low resolution photo and expand it, it just gets more pixelated and blurry. Rescan the coin, but scan it with a higher Resolution/DPI
As the G-man mentioned, your resolution is way too low -- you probably should try to scan the coin at the very highest resolution possible. Then take that large file, crop it, and then use jpeg compression to control the file size.
If you have broadband, forget using the forum to post attachments -- it sucks because it's just way too small for decent images. Use your alloted webspace to host the picture, then use the image link.
