It might be a political figure in or around Springfield, Massachussetts in 1883. I did search but couldn't find any pictures or names of mayor during that year. It might be a good start.
What bikingnut said....my other hobby is road biking and I've no clue what this medal is from. Nice interesting piece though. Maybe it was just a commemorative of that event, an event so "local" that there's not much broader significance to it?
