Is This 1921 Morgan Cleaned?

I don't collect Morgans, but Liberty's shimmer leads me to believe the coin was polished or whizzed. Or do all the '21 Morgans look like this? Also, I've posted a closeup from a section of the reverse; certainly looks like some kind of polishing/whizzing action was applied.
