Can any YN explain this?

The scratches aren't consistent with whizzing, brass brushing or plastic case markings, because they are only in the fields and nestle between design elements. So who or what did this?image

    I'd vote die polish--as long as the lines are raised. Here's an example of extreme die polish (sorry that it's on both an ugly and lightside coin)
