Any info on "Coinmaster" albums by HARCO?

I bought a set of Washington quarters that were in a "Coinmaster" album by a company called HARCO.
The covers are a textured brown vinyl and the pages and inserts are plastic. Each row of six coins has a plastic sliding sleeve
to place the coins in and then slide into each row.
Is anyone familiar with these and if so do you know if the plastic contains PVC. A lot of the coins have a greasy gray/green film on them.

Yes, but PVC has different stages. I'm not sure which is which, but icky ooey gooey is one of them
