Cross over program?

This may have been discussed before, but has anyone had any luck with Cross-Over from the big 4?
I've called PSA and their customer service guy didn't even know what I was talking about. Thick accent and he had to look up the computer regarding the service and his answers were vague. I know BGS does it at major shows on-site, but don't see anything on their website regarding this or if they do this through the mail. They never answer there phones and never return calls. I'm also tempted to send some duplicates to SGC (I like to have the same grades of that particular card from everyone) and see how they fair. Their rep said that about 70% cross-over in same grade requests. Any luck and/or results?
