Ryan basic set question

Why is the 1993 Finest Refractor included in the Nolan Ryan Basic Player Set???
Obviously the regular 1993 Finest card should be part of it, but I was under the impression that the basic sets were of just the basic card of each player, no inserts.
Could someone please explain this to me...

My initial thought was it was put in as a chase card to toughen the Basic set up a bit, but with the ridiculus prices that a PSA 9 of this card has been garning, I think it is too tough to be part of the Basic set.
We are going to be realigning all of the Ryan sets in the near future, I think this card might be removed from the basic set.

i don't have a problem at all spending the cash to buy a '68 Ryan in high grade (8 or 9) but i just can't see spending a couple thousand to buy any card from the 90's
That checklist was put together before that card exploded. Joe thought it would be a key addition as it is a very desirable parallel from a very popular set. At the time, I didn't disagree with him, but seeing as how it has outpaced even OPC rookies, it may be time to relegate it to the Master Set to make the Basic Set more attainable for the casual Ryan collector (as if there should be any!).
We'll see how PSA responds to the new checklist we submit.
That card is an eyesore in the Basic set to me and makes it almost too daunting a task to even start unless you are also going to build the Master.
