1969 Bowie Kuhn???

Anyone know what this is? There are two PSA 8's showing up under the card #1 AL Batting Leaders in the pop report.

This was a card that Topps produced in 1969, but I do not believe that it was included with the regular 1969 set. You can find the card in the Beckett standard card catalogue and it clearly separates it from the regular set. However, I do not recall if it was available for wide distribution or not.
