US BEP and US Mint

Is there or has there ever been any coordination between the US BEP and the US Mint? Is Congress the point at which they conjoin?

It seems to me that if they were in sync, we may not have ended up with the same Presidents, etc. on coins and bills.

Just a thought.

Congress tells them who and what to put on coins and bills in most cases.
