Is Hallmark and PCI the Same Grading Company?

I ran across 2 slabs today that were identical to the old green 10 digit serial numbered PCI slabs. The only difference was that in the small box on the reverse above the serial number was the word Hallmark instead of PCI. Does anyone know if they were at one time the same company?

PCI bought the Hallmark leftovers when they folded.

No even close, Hallmark was started by Bowers & Merina and then were bought out by someone not associated with them.
