Does Pcgs automaticly assighn full step on a coin or FBL, FB's, on those submissions that warrent them, even if you used the standard pcgs 4 digit coin number rather than the 5 digit pcgs # that is used to describe those submission's ?

Yes, if a coin meets a common designation (like FS, FB, FT) they will assign it if the coin warrants it.

On a related note, it's the same with cameo and deep cameo proofs; also not necessary to add the 8 or 9 in front of the basic coin number.
