OT - Notgeld book question

Anybody familiar with the Courtney Coffing book about Notgeld, what do the letters (OO, NO...) mean next to some of the states?
currently owned by 5 Labradors

Blaze - Yellow male b 3/17/93
Onyx - Black male b 3/7/99
Duchess - Yellow female mix b 3/12/02 rescued 9/18/02
Rifle - Yellow male mix b 12/1/02 rescued 8/8/03
Diamond - Black female b 5/3/05 adopted 8/3/05

    They are abbreviations for, in this case, Austrian provinces. "OÖ" is the standard abbreviation for "Oberösterreich" and "NÖ" is "Niederösterreich." Unfortunately, Coffing doesn't bother saying this. I don't find his work useful except to identify what's "out there," particularly for non-German countries, and for more useful catalogs on German and Austrian notgeld, you have to go to German-language publications.
