After a little manipulation, the date looks like 1806, and the word "Espania" appears on the reverse, which resembles several Spanish coins of that time frame, but I can't find any pictured in Krause with a similar obverse.
it's barely smaller than a quarter, i believe the metal is copper however i suppose it could be bronze.
the date is very tough to decipher, I think it may read 1848...but not certain about the 4.
The closest things I can find with that size in mind are gold 100 Reales, KM#605.1-605.3, (1856-62 with different mint marks), but the hair ribbon on Isabel II doesn't look the same. The reverse does look very similar. (They range from $175-250 in Fine, but the hole would probably cut the value down to bullion - .2412 oz AGW = <$75.)
The coin appears to be copper with traces of gold plating remaining in the 1-2 o'clock portion of the obverse legend.
I think the legend should read "Isabel 2a Por La G(racia) De Dios Y La Const(itucion) / Reina de Las Espanas" which I think means something like "Isabel the Second, by the Grace of God and the Constitution, Queen of the Spaniards".

I lightly scraped the inside of the hole and it is a shiny gold color, probably brass.
