Question to all collectors of this set - I've just started collecting the 1959 set and have > 20% of the set in PSA 8 (average) condition, and have been having a hard time finding high grades of the low numbers (under #90). Any reason for this?

Cards 1 - 88 are series one
which were produced in less quantity by Topps than series two cards 89 - 176.
Quick check of the pop report indicates
there are about 25 PSA 8's of the average series two common,
but only about 15 PSA 8's of the average series one common.
So, you'll probably have to bid higher to pick up series one commons

Some low series cards also were produced with this card stock (possibly vending cards), but the majority were not. You'll notice that the reverse sides of low series commons often show some toning. You can also see the paper fibers clearly.
2nd series cards have held up much better over time, and like Wolfbear mentioned, were produced in greater quantity.
