Set Rating Question

I was looking at my McGwire Master Set (link), and I noticed that I am tied for 4th along with 2 other people. Mine is "Steve's McGwire Collection". I'm hoping somebody can tell me how the set rating thing works because I can't figure it out. One of the sets tied with me is .18 complete with 7.71 GPA and the other is .22 complete with 7.13 GPA. Mine is .66 complete with 9.27 GPA. Both of those other sets have the RC in it but neither is high grade. Is a medium grade RC have that much signifigance to counter all the PSA 10's in my set? I could understand if those RC's were PSA 10's with a 10 weighting, but their not. Based on that, if I had a nice RC to my collection, it should send my set rating through the roof, which doesn't seem right either because the 10's that I have in my set we're pretty tough to find. My set is still a work in progress so I'm sure I'll make jumps in the future, I'm just trying to figure out how it works.

Yes. With a set that huge, your PSA 10s that are weighted 1 do little to offset the Rookie card which is weighted 10. Even a PSA 8 gets 80 points whereas, your cards that are weighted 1 only receive 9 or 10 points. I do have spreadsheets available for many of the sets on the registry, but I haven't tackled this monster yet. If you'd like, I can add it to my website.
