How does "crossing over" a coin work?

I don't understand this term, could you explain ?

if you have a coin that has been graded by another coin grading service, you can submitt the coin to PCGS in the holder and we will examine the coin in the holder to determine if the coin meets the PCGS grading standards. if it does, we will put it in a PCGS holder. People in the industry refer to this as a crossover.
