New cards Off Center

OK I recall someone mentioning (or maybe not) that cards like Heritage and stuff were sometims "purposely" made to be off center, to give it that "old" look. Is that correct? If so how does/would PSA and the other grading companies handle that? If it has been discussed just point me in the right direction.

I doubt that these cards are purposly cut OC, but doesn't it seem odd that with all the technology that
is out today that they can't cut these cards the same way everytime? If I was going to yell conspiracy
I would mention the grading card companies names with that!
