Boom's quarter

A few months ago there was a swap. I swapped some stuff with a member named Boom. One of the things I recieved was a MS-63 1946 quarter. I noticed a small dot of milky-white clear stuff on it. Now there is more of the stuff on the coin, and it keeps growing. What the heck is this stuff? And why did PCGS slab it?!

NOTE: I HAD TO REDUCE THE PICTURE QUALITY TO GET IT UNDER 50K. SO THE PICTURE QUALITY IS VERY POOR BUT IF YOU CLICK ON THE PAPERLINK AT THE BOTTOM, THERE IS A BETTER PICTURE OF THE COIN. LOOK AT THE RIGHT AND LEFT OF THE COIN TO SEE THE WHITE RESIDUE.
