question on rude early 1800s british medal/token

Question for you British historians-- I have a brass jetton or medalet (about US quarter size) that was dug
up in England, so I'm thinking it's British. It appears to have been struck 1800-20 or so, and its pretty worn. Anyway, the obverse design shows a high-ranking military officer (general?) in full military dress sitting
astride a cow and facing the wrong way. The reverse is taken up by a multi-line inscription which i can only
make out partially...."..Russian...Prussia...Marquis..Ellington.." and a few scattered letters of other words.
Anyone have any idea what this piece is referring to??
