Crossing Over?

When crossing over, can I tell PCGS to crossover regardless of the grade?

Say, I have a PCI slab at MS63 and PCGS says it is a MS60/1. Will they grade it even if it is lower? And if so, how would I submit the coin?

I prefer PCGS over other grading services and would rather have PCGS or NGC grade a coin at a lower grade if the coin was improperly graded by another company.

You can say "cross at any grade" or cross at a certain grade, for example, "Cross at MS60 or above."
