When does the submission clock actually start ticking?

I have a question that I'm sure has been covered before on these boards.......but I am totally in the dark on.
When exactly does PSA actually start their delivery day count down??
Is it when they physically sign for your cards, or is it when they send you a confirmation notice, that they have received
your cards and they are checked in.
Sometimes there seems to be a couple weeks difference in these two occurances.
If PSA doesn't start the day count down until a couple of weeks after they receive your cards, that doesn't seem quite right to me.
Not sure if this is the case or not??
Can someone straighten me out on this?

My last submission the cards were checked into the system on 4/26/04 Monday and grades were posted and cards were shiped on 5/3/04 Monday.
