My friend had a green parrott that used to laugh at us. One of my buddies tripped over one of his parent's cats and the damn bird started laughing at him. Pretty funny though.
At 3 weeks they start to get pin feathers........the pic you posted in about 6 weeks old. That's about when they get feathers all over, but they aren't fully feathered then.
