16 centuries since the Edict of the Peace of Constantine for the people of the Church.
The referenced Edict was issued in the year 313, so I would take it that you are looking at something struck in 1913.
The Peace of Constantine halted persecution of Christians. They were now free to persecute others. (couldn't resist).

The best I can do is that it has something to do with 16 centries of peace from the church in the name of Constantin. I hope someone can do better than me
No, I'm looking at something from 1913 -- a Vatican medal of Pius X commemorating Constantine and the 1600th anniversary of this Edict -- and thought it might be a rather late commemoration of the infamous "Donation of Constantine." (For those who don't know, this document purportedly granted the Pope his authority to rule Rome and, by extension, jurisdiction over the West. During the Renaissance, it was shown to have been an 8th Century forgery.) The symbology evoked more the "Donation" than the Edict of Peace.
