There were over 19,000,000 Kennedy Halves struck in 2000 for circulation. What's happening with the

Obviously Kennedy Halves are not popular with the public. I've read quite a few messages on this board that pertain to clerks at stores not even knowing that a half dollar coin exists.
So, why did they make over 19 million of them in 2000 (I don't know how many were struck in the years 2001-2004), and what are those coins being used for? Are they just sitting in banks? If nobody is spending them, why are business strikes still being made?
Does anyone know?

was a large net inflow for years starting around the fall of '99. It is likely that many
of the 2000 dated coins are still sitting in storage. There is a draw down from casinos
and other users but this demand has been dropping for more than a decade now
because the casinos are using a lot of their own chips and tokens. My understanding
is that most of this demand is in Mississippi now. Since 2001 the production has bas-
ically been limited to what collectors and mint customers will buy.
They will be released to circulation after being recovered and cleaned.
