CW reports mint to produce new "souvenir" mint set.

Actually according to Coin World this set will differ somewhat from the old
souvenir mint set but will contain one coin of each type struck for circulation
at a given mint during the year. These apparently will be available by mail
order unlike the souvenir sets which were usually available only at the mint.
This new set will use mint set quality coins according to the article in the 4-
19-04 issue.

Interestingly they go on to say that the Philly mint didn't make a '98 souvenir
set. It had been my understanding that both mints discontinued this set after
1998 because of the states quarter program.

They do say that mint set quality coins were used in the old souvenir sets
which apparently isn't accurate. While the quality of these sets is superior to
regular circulation strikes they do not appear to be mint set quality.

Many different envelopes and packaging methods were employed for these
sets over the years and even within years, but typically the Denver sets had
a dark blue envelope and the Philly had a blue green or green envelope.
