It's tough to tell from the crappy scan, but it might fall within the 65/35 guideline for the PSA 9 standard.

I have the same card, ungraded, which I thought was WAY off centre as well. When I did a hi-res scan and actually measured the borders, it came in at 53/47 L/R and 56/44 T/B, much better than I thought.
