1892 Columbian - Doubled Date?

I just bought my first commemorative.

Looking closely at the date, I noticed what appears as double strike of the date. Am I correct?

The only affected the date. The devices are all clean. (I love it when I can speak like a numismatist).
Did they strike the date separately? Does is significantly affect the value?

Sorry but that is machine doubling damae and it has no additional value.
