Canadian 'Victory' cards from 1939-1941

Hey, does anyone know anything about these cards? These were my dads and the only dates I can find on them are 1939 & 1941. Definitely not American because some are printed in Canada and have quebecois on them. I don't think they are in the current PSA Set Registry either. They measure about 2" by 3".
