Link I kind of like the look. I'm surprised it didn't go for more considering the markets toning craze. Are toned proofs considered more a dog than a gem?
1- The image needs interpretation. Yes, it's probably nice, as I'm seeing what you're seeing, but to some, it still looks like a dark dog because it is a scan
2- The seller is in Germany and I, and probably most US eBayers, kinda don't know what the description says

I'm living in Germany, so shipping isn't a concern. I know I could have spent the money toward a 68, but it was the appearance of a target tone that grabbed me...now hopefully its not too hazy.

With the image I see, I'm not surprised it didn't go for more, that toning doesn't seem to warrant a premium, such as this type of toning does:
