PayPal has me stumped!

I feel sorry for this seller. I won the auction, & paid within 15 minutes. About an hour later this message from Paypal stating my payment was denied by the seller image This has happened twice. Fortunately the seller is corresponding by email & thinks he's being hustled upgrading his Paypal account. In checking at the Paypal site trying to get someone to help there seems to be a lot of people really gettin miffed & I've seen more & more auctions not accepting Paypal.
Anyone else having P/P problems since Friday? I haven't reviewed their new User Agreement yet either.

    Does the seller have a personal account? If so, he may have hit the $1000 monthly receiving limit. If that's the case, he has no choice but to upgrade if he wants to accept your payment.

    Did you pay for the auction with a credit card?

    I had that problem. Unless the seller has above a personal paypal account, they cannot accept credit cards without first upgrading their account. So now I always pay from my bank account. And in my auctions, I state that I do not accept credit cards.

    Also, sellers are only allowed to do $1,000 worth of business a month or they have to upgrade accounts. Just some problems I have run into in the past. Hope this helps.

    My last paypal problem, last week: Buyer payed me through paypal but received a message that I, the seller have changed the invoice and it would not let him pay.

    If the seller's payment acceptance preferences are for "confirmed addresses only", and you don't have a confirmed address, your payment will automatically be denied also.

    The reasons mentioned above are appropriate also.

    If a seller has his preferences set not to accept uncomfirmed addresses, it won't allow you to pay. I also have a uncomfirmed address because my billing address is a P.O. Box. This really POs me because all Paypal has to do is send me a postcard, to return, and this would comfirm my address.

    I knew you folks would know. Question by question. Yes the seller has a personal account. I paid for the auction with a debit card but I guess P/Pal doesn't have the difference until after 60 days after signup???? I have both confirmed and unconfirmed addresses; I prefer to use the unconfirmed as either myself or office personel is always there. The confirmed address has a mailman that leaves stuff in the mailbox even when a signature is required & no one is there.

    Well you could always email the other party and ask them to temporarily change their preferences I suppose. It would be nice if all PayPal accounts were on the same page so to speak.

    For processing purposes, a debit card is treated just like a credit card.

    Personal accounts don't have the preference options.
