New Slab?? Panda ......

I saw a new one to me today......Panda something or other certified. It was a 1908 St. G. gold coin graded MS60 by them. The coin looked like it put through a rock tumbler and although I don't know much about gold I'd call it VF-EF at best. Ever heard of this company??
