I have used paypal to purchase ebay items from the uk (with the price listed in pounds sterling) from a US bank account with no problems. The vendor gets the money in sterling and it gets listed on your paypal account in US dollars. Conversion rate is a killer but that is the weak dollar (thanks Dubya). Most UK vendors won't take a US check (they would call it a cheque ;-> though as the fee for cashing it would be very large.
While the exchange rate is a killer right now, I think that Paypal doesn't scalp you on fees like a bank would when going from dollars to pounds. I had to buy some euros at the bank two days ago to send to a seller in Germany and the bank fee was 7%. Paypal would have been my prefered method, but the seller didnot offer that option (no US bank account). -john
