What is it?

I got a PCGS slabbed MS-64(66?) 1946 silver quarter from a friend (Thanks boom) and I've noticed some milky white residue on it. I was thinking it was PVC contamination?? I don't know what it is, and the weird thing is that it's in a PCGS holder...

    Probably just haze--possibly from a dip, possibly an original skin. PVC would be green, and it would have to be VERY minor for there really to be a chance that PCGS would miss it.
