How did this card get holdered? 67 orr allstar

I was looking through some auctions and I came across this auction for a 67 orr psa 8 all star? I do not suspect that the card has been altered as the seller is a class act and I have had many pleasant dealings with him but isn't there a minimum size requirement? I don't know what the guidelines are but if this card qualifies then how could a card ever be under the minimum? Is there more leaniency when a whole run from the same year are submitted for vintage cards? Is the minimum size issue specific?
Again, i am not questioning the card or the seller or implying any sort of tampering here, it's still a nice card that I wouldn't mind owning for the right price , just wondering what the limits are for undersized cards.

I have bought PSA 9 cards that have been under
the size requirement also. It's a tough call sometimes.
However, I like to closely inspect the grain of the border.
This gives me a better perspective, but that is impossible
on a scan.

with my naked eye looking at this card it appears very short to be within standards , I can watch a movie between the space in the holder. I understand sizes vary and leave it up to the graders to determine that , that's what we pay them for but what does minimum size requirement really mean in terms of size variance?
marc, does this issue vary alot in size from your experience? you have alot more than me with these hockey cards.
if they do vary alot , do graders give more leway? much like rough cuts on opc issues since that is how an authentic card is defined
