Does PCGS issue certificates only without a holder?

I have seen some very thick or oversize error coins that will not fit into PCGS holders with PCGS certificates only, the coin was raw. These were in Fred Weinberg's(sp) inventory. Will PCGS issue certificates only for these extra large error coins?

    Actually, they're just slab inserts, not certificates. I've seen them do this for other types of coins as well.
