Do you think this Kobe BGS 8.5 would crossover to a PSA 9?

I'm thinking about purchasing this card, but I would want a PSA 9 grade.

It's the 96 Kobe Topps Chrome Refractor rookie card.

It's current graded state is an 8.5(BGS) with 9.5 ,9.5 ,9 ,7.5 subgrades.

The only substandard sub grade is the 7.5 surface.

What do you guys think? Would PSA possibly give it a 9 upon regrading? Link
I collect Topps Chrome Basketball Rookie Refractors, particularly from 96-97, and limited edition rookies of Taiwanese baseball players.

    First of all, the 8.5 grade is going to probably command more $ than a PSA 9 or very comparable for that matter.
    7.5 surface grade is harsh. Must have major scratches.
    I had a simarly scenario on a Shaq Topps Gold card.
    9.5/9.5/8.5/8 on surface. Cracked it open and was disappointed.
    The surface had light scratches on the front, but on the back there were very noticable zig zag scratches along with an impression about half the size of a "BB". I wouldn't even give it a 9 for final grade if I graded for PSA. I think I got a cheap grade for surface....should of been lower. I ended up selling it raw and broke even. Lesson learned and waste of time on playing the re-grade thing with another company.

    Try the cross-over with PSA and put a 9 as minimum grade on the form. If it doesn't meet that grade, they won't crack the case open and you'll still have that BGS card as is. Good luck in whatever you choose to do.
