IS this PVC?

I just received this 63D Washington I won on ebay, and imagine my surprise when I see this spot with what looks like a green growth in the middle. It's in a PCGS 66 holder. The spot wasn't visible in the picture on the auction.

    I'm not certain what that is, but it doesn't appear to be PVC. How did the seller manage to miss that spot in the image or description? That would be on the way back if I got it.

    I don't think the seller was trying to hide the fact that it had this spot. The picture in auction wasn't a closeup. Overall, the coin has a great strike and great color. In the center of that spot is a green blob. Here is the best I can do with a close up.

    I really don't believe that is PVC. Here is an image of a 34-D Peace Dollar. The first image on top is what PVC typically looks like on a silver coin.
